Saying you can't sing at all; seems to be an exaggeration, unless you have some physical impairment. There are many things that may be contributing to you not getting the results that you're trying for. However, I'd have to hear you before making a determination.

I assume you mean, how can you keep from singing notes from your throat that are too high to be placed there.

In short, you have to perfect the technique of lifting or directing the tone up to your mask (face). This is assuming that you are already breathing correctly and supporting your tone with your diaphragm, abs, and costal muscles. You should find a good voice teacher in your area to guide you through the process.
